Question by Rebecca: What DOG movie do 2 children come from an orphanage with there puppy and hide it in an appartment building?

The 2 children are adopted and there new father is allergic to dogs but they don't want to give there puppy up and so they hide it in the apartment. There are 2 robbers in it and the children are brother and sister with red hair. The sister is the oldest.
